We have implemented the Photo Effect API and is in production if you go to http://plixi.com/up.

There are currently 12 filters:

VanGogh
Ansel
Radiation
Malkovich
Renoir
Water
Mosaic
Coin
WildWest
Seurat
Sepia

All you need to do to upload your photo with one of these filters/effects is add the "effect" header to the upload request:
